Category A1 Rules For Motorcyclists
The category a1 rules apply to those who wish to drive small motorcycles. These motorcycles have capacity of cylinders up to 35 kW. They cannot be derived from vehicles of more than double their power.
Open category drone operations are split into three subcategories: A1 to A3. You can fly drones with the class label C0 or A1 within the subcategory A1 (flying over people) up to January 2024.
A1
Category A1 is one of three drone categories that are controlled by EASA. It is applicable to aircrafts that are up to a maximum takeoff mass (MTOM) that is 25 kilograms. It requires a record of flight and a flight plan, an identification system for remote use and a geoawareness. The drone must be in constant sight of the pilot. It is not permitted to fly over groups of people or in areas that are utilized for industrial, commercial or recreation reasons. The drone must stay below 120 meters.

A1 applicants must have a minimum of 16 years of experience in riding two-wheeled vehicles. They must also have completed the mandatory basic training and passed both a theory as well as a practical test. They also need to have an official medical certificate.
A1 license holders are permitted to drive mopeds with an engine capacity of not more than 1250cc, and a power-to-weight ratio that is not greater than 0.01 kW/kg. They are also able to operate motorcycles with the capacity of cylinders that are not greater than 125cc as also trikes and quad bikes.

A2

You can also fly drones that have the maximum weight of 4kg in the A2 category however, they must be kept at a safe distance from people during take-off and landing. The drones should be at least 30m in horizontal distance from people in low-speed mode, or 5m if they are not in use. To fly in this category, you need to be able to pass the A2 Certificate of Competence exam (A2 CofC).
If you want to fly larger drones you will require an operator's permit for a specific category that requires you to complete the General VLOS Certificate (GVC) training and flight evaluation, in addition to creating an Operations Manual. A2 permits you to fly drones with transitional capabilities that aren't yet CE-marked, but have been modified to decrease collision risks with people. These drones will only be allowed to fly in A2 until year 2022's end. After that, they will need to comply with the A3 rules.
The A1 and A2 categories are designed to help you become a safe and confident motorcyclist. The number of lessons you will need to complete depends on your ability and learning progress, but a predetermined amount of special rides must be undertaken. A3

To operate a drone in this category you must pass the normal online flyer ID test, and then complete an additional test in the theory department. You must also declare that you have some actual knowledge of your drone and then submit a written proof of competence. These requirements are similar to the driving licence system where those who first get a licence for a less powerful vehicle category may gain easier access to a higher category.
A4
The DOH is preparing detailed guidelines for category A4. These guidelines will be compatible with other operations, and will include information such as the number of dressings changed every day. These guidelines will be presented to the Inter-Agency Task Force for the Management of Emerging Infections, (IATF-EID), and the DOH National Immunization Technical Advisory Group. Before they are published, the guidelines will be vetted and approved by both the DOH National Immunization Technical Advisory Group and IATF-EID.
Drones that have the label of class identification C0 or C1 can be flying within 50 metres of those who aren't involved in the incident. This is a low-risk class however, strict safety precautions are still required to minimize incidents. Drones classified as A1 or A2 must pass an additional theoretical knowledge test in order to operate in this subcategory.
This test is designed to assess knowledge of the added dangers associated with flying drones in close proximity to people. The certificate of competence is awarded upon successful completion of this test. The operator must maintain a minimum of 30 metres between the aircraft and any uninvolved persons, or 5 metres when flying in slow-flight mode.
